Is there something wrong with Deskthority private messages at the moment? Some messages are now taking over 40 minutes to be delivered. My last message has been stuck in Outbox for 43 minutes (...and counting).

(this severely hinders urgent conversations)

They are in the outbox until they are opened by the person you're sending it to.

That's odd. If so, then they've changed the meaning of "outbox" as I know it. Are you sure?

Yes just like rodtang said.
When you write a PM it is in your Outbox until the person logs in and opens the message. It then disappears from your Outbox and is moved to Sent.

It's true. I've got one still in my outbox from 17 Jul 2012

Weird. Of course, it's a handy feature to know that someone read a message that was sent, but I would have thought it would be an indicator on the message in the Sent folder. Outbox is usually for messages that haven't been sent yet.
