The behavior of AltGr is closer to Shift than to Alt, isn't it? Reading about ISO/IEC 9995 on Wikipedia, Shift activates the second level keys and AltGr the third, whereas Alt is a function key. Always found AltGr to be very poorly named.
Not that I use it much myself, mind you, as I use US-EN or US-INTL, but it's been on most keyboards with accents, diacritics and such that I've seen.
