The number sublegends are very odd, wonder what those are for.

Those are symbols that will appear when you Shift+number with Russian input enabled. Used on modern keyboards too.

The Ctrl and Alt keys on the right side also appear to have different legends than the normal ones on the left ...

Dug out an old IBM (supposedly model M but you can never be sure when you're noob) out of junk pile at work. Missing F3 keycap, cord, at least one of latches is broken.
