Well, obviously the Raspberry Pi 400 already has a keyboard. So it makes more sense to use a regular Raspberry Pi without an enclosure or peripherals.

Yes, there would have to be a new or updated USB capability that would have to be implemented at both ends. But the point is to bypass the locale stuff. So the keyboard knows what's on the keycap, so if it sends that Unicode character, that's it and the computer doesn't get to interpret that in its ...

Actually QMK can already produce Unicode output, but this is specific to the host operating system. So you need to reflash your firmware when you connect the keyboard to another OS.
