I believe 7bit already said that SP has the funds to begin production of phase 2, but that other group buys have come in and taken production slots in the queue while SP was waiting for those funds, and now phase 2 is at the end of a line of unspecified length.

No one has said this officially. As always, we've just got to wait and see. Jukebox has left SP recently so not sure if they'll pop phase 2 back in before Valentine. Nothing has changed since 7bit wrote the above. How do we know? Because if anything had changed (with respect to phase 2), he would have said something. When it comes to a 7bit group buy, no news is definitely not good news.

If we're going to assume things from what 7bit says, he said "some other group buy" which would suggest Phase 2 would go in after whatever GB they were working on at the time (as opposed to "some other group buys".) There was a GB in China with exactly the same colors as 7bit's R6 phase 2 (White/Grey/Blue) about 2 months ago, production slot was told in Jan. 2017, I would put those orders in production together with 7bit's if I was SP, so let's say end of Jan. 2017 is probably a ship date from SP to 7bit for phase 2.

Anyway, things are different in China - they're a little more comfortable playing fast and loose with dates. It's unlikely they had any better information than anyone ever does on a SP group buy. (Except maybe Massdrop, because they're professionals.)

What you are talking about is proxies, not vendors, yes, there are often proxies organizing sub-GBs for US-based GBs, but what I was talking about is a independent group buy organized in China which has nothing to do with 7bit's group buy except the color codes are the same. And yes, this is just a assumption, I'm just providing you the information about that Chinese group buy, and the production slot which was told back with the group buy. If there are 2 orders with mostly the same colors, why wouldn't they merged them in the same production slot since their backlog is a pain? It's all about efficiency

Well, a lot depends on what keys are being produced, not just the colors. 7bit's keys have very different legends on many of the blue and gray phase 1 keys, which means a completely different setup on the machines. If the only thing that is essentially the same is the shell color, that's probably not enough to "combine" them in production (whatever that means...I doubt SP combines manufacturing between different customers like that; too many opportunities for errors).

And about the legends, I am not understanding what you mean, are you saying that 7bit's round 6 requires tooling for alphas and modifiers too? Because according to a mail from Melissa to me, SP has standard molds for alphas and modifiers, you just need to choose which font size you want, there are 3 or 4.
