Lol...will sort this out after work. I've resorted to banning ranges of IPs belonging to a particular ISP in Pakistan which is slowly reducing the frequency I guess...

The danger for collateral damage (real users getting needlessly blocked membership) is fairly low but nonzero. While the upside doesn't seem to be much. The IPs I've seen for our spammer are all over Pakistan.
