Teensy 3.1 ? That is overkill.
You can emulate the Apple II on an AVR, which is what is in the Teensy 2.0.
The 6502 CPU has also been practically completely mapped, and I wouldn't be surprised if there is some replacement silicon out there or even source code that you could run in an FPGA.
