I found some information. This announcement states that the 4683 terminals attached to 5170 AT's and mentions an 84-key keyboard (I'm guessing Model F AT). This later announcement mentions the keyboard in question by part number and states that its planned availability date was September 25, 1987. Based on the planned availability date, I would guess that keyboard is a Model M or hybrid Model F/M. It seems like IBM designed this keyboard to be an optional upgrade for the Model F AT's that were being used with 4683 terminals at the time.
