You can see the "CM 1604" logo at the upper-right corner on the front panel.
It's a Bulgarian clone of the DEC VT100 video terminal. It was used with the mainframe CM-4 (soviet PDP-11/40 clone).
I've started my computer life with these charming beasts long ago. They had a tiny black-and-green screens and caps-only layouts.
Unfortunately, I couldn't find any additional photo-evidence or documentation anywhere on the web (except this page) — most of the Soviet era mainframes and their peripherals are gone now...

You could swap the female stem piece and it would probably work, but it appears that the metal leaf versions are permanently on there unless you break the switch so that you can swap the female stem receptacle.
All except for double wide keys have the blue Honeywell rubber dome switches.
