FFS 7bit don't make it more complicated than what it needs to be

just randomize 28 numbers (with the last gifting to the first)

And you'd send out the keyboards whenever you're back from your holidays. Dunno if that's too much of a hassle though.

Why don't you just put all names in Random.org's list shuffler and make everybody send to the guy below his name?

Just do an extra check to see that those hypothetical "two-Santa's" don't have to send to themselves.
