No, this one is based on Honeywell Hall effect while mine is based on the Micro Switch version. This is the keyboard from an Elektronika MS0511 (UKNC), a Soviet PDP-11 based microcomputer. Not IBM compatible.
It's not a rubber dome, the keycaps are held up by springs, and contact is made on the board by another little spring stuck inside the keycap. Actually a rather nasty design, but a very interesting computer.

That is the same blue switch on the rubber dome unsavers that I have.
