Ebay has written rules and guidelines, and it is important to know them and follow them to the letter.
This goes for buyers and sellers alike. That said, the prejudice is heavily weighted toward the buyer.

Well the problem is that the buyer only accepted wire bank transfer and no paypal so as it looks like eBay is doing nothing. I asked them if they can send a warning to the selle or do something else but all they did was giving me the contact details of the seller.

Since the seller isn't responding to my mails I'll send him a registered letter and will set him a timeframe for shipping. If he won't meet it I'll report it to the police.

That looks like RUBBISH. Paypal is the required payment option ALONG with other methods of payments being accepted, if the Seller is stupid enough in not allowing a Paypal transaction, then he wears the consequence further on down the line.

If the seller starts putting requirements which are against Ebay laws and regulations then the onus is on you, to NOT buy anything off them and to let Ebay know of their existence. I've done that to three Ebay Seller Clowns last year trying to extort money via Direct Deposit Only and they did end up being removed permanently.

The days of Ebay doing regular checking of these disgusting felchers is over, Ebay requires you the 'buyer' to let them know of any suspicious transactions/sales being conducted upon their business site.

If I remember rightly it was mandatory to offer Paypal as a payment option a few years ago in Germany. Looks like they changed it sometime ago.

I called ebay today and they will send a reminder to the seller and also cautioned him.

The Televideo PC (vs. terminal) keyboards like this one are interesting. Three or four part numbers as I recall. I think the (edit: 803/804) were CP/M (Z80) and the (edit: 1603/1605) were MS DOS (8088), but the keyboards all interchanged. Big, heavy, and clunky if that turns you on. I played with these back in the '80s. Scan codes are the same as XT (!), but they run on 12 volts, not 5. Bypass the internal regulator and match up the wires and you have an XT board. There were also versions for their portable PC (TPC-I or TPC-II) that were electrically the same. One was clicky (Futaba?) the other not. I have the wiring info here if anyone's interested.

If you have it handy I would definitely be interested in wiring info on the TS-803/804. It's an interesting looking board and would be great to have some info on how it's wired.
