Just found a Chicony KB-5191 with Aristotle Cherry clone switches on local shopping website for 1100NTD (approximately 40USD). While I think it is an interesting find, I wonder if it is good one? I didn't found much information (video) of this switch, I wonder how does it sound and feel?

Yeah I think these switches can be fun projects. Chyrosran22 did a neat youtube video about them a few years ago. The switches themselves are nothing special but the stems are great for swapping into other housings such as Zealios.

The 5 means it is probably relatively heavy.

Where can I start to decode the protocol? And since it’s QWERTZ with umlauts, I don’t believe it contains only ASCII characters.

It is doubtful that the DB9 is configured like a PC serial port, because that would not give any way for the keyboard to get power. The ICL232 does strongly suggest that the protocol really is RS232 with standard voltages, though. So, first job is to find the four important signals on the cable: +5V, ground, RS232 in and RS232 out. It would be possible to then connect power to some supply (or USB) and ground and serial I/O to a PC and fool around with it there. But it's probably just as easy to skip ahead and program an Arduino (or Teensy or whatever) to do it. Get an RS232 to TTL level converter like a MAX3232 to interface to the MCU's UART.
Most of the time, something will show up when you start typing. Then you'll know whether it's ASCII-like or key transitions. I wouldn't rule out the former just because there are umlauts.
