It's an optical keyboard from 1969/70 for use with a Viatron System 21 terminal.
It's the heaviest keyboard I've come across at least. It gets its heft from having steel levers for each key, a steel shell, an internal mains transformer, and a 20mm thick slab of aluminum at its heart.
