Makes sense. I grew up in auto repair shops and remember every keyboard having a rubber cover to keep the oil, grease and dirt out. I suppose so, but you still never know just how much use the board has had prior to it being listed as 'NIB' or 'NOS'.
The BAE Enter key is of a slightly different color to all the other mods, so it's safe to assume so.
